Whole region is in the middle of a pretty bad drought but that's just climate. Overuse of water by farms is definitely causing issues though.
The fire season is more or less natural to the area. Wet winter, spring bloom, long hot dry summer turning all that foliage into tinder, then in autumn the winds blow in from the inland deserts making everything even hotter and dryer plus high wind speed to spread sparks. Autumn in southern California is usually hotter than summer because of it. Again, the drought is just making it worse.
