The strategic difference is a matter of branding too.
For Nijisanji having two full branches slow the below the “Gwelu line” is not a problem.
All of Niji ID and all of Niji KR (minus Bora Nun) are in that position but it cost Nijisanji ZERO to keep them there. They don’t get a salary, they won’t get any upgrades models unless they grow themselves beyond some threshold and their existence benefits Nijisanji for using their brand in everything they do.
It’s like rappers singing about wearing Adidas hoping for a sponsorship: the successful ones will get it, the rest will help the brand anyway.

Hololive went the opposite direction with regards to branding. Here is Holostars median for the month of August

>1579 median :: 123090 hrs watched :: 86.5 hrs streamed :: astel (stars2)
>749 median :: 54870 hrs watched :: 67.16 hrs streamed :: roberu (stars2)
>678 median :: 25609 hrs watched :: 27.36 hrs streamed :: shien (stars3)
>509 median :: 22384 hrs watched :: 37.81 hrs streamed :: miyabi (stars1)
>459 median :: 22164 hrs watched :: 27.95 hrs streamed :: oga (stars3)
>405 median :: 58044 hrs watched :: 110.35 hrs streamed :: aruran (stars1)
>402 median :: 25468 hrs watched :: 36.54 hrs streamed :: izuru (stars1)
>284 median :: 29309 hrs watched :: 74.2 hrs streamed :: temma (stars2)
>283 median :: 24905 hrs watched :: 67.31 hrs streamed :: rikka (stars1)

This is universally panned as “low performing” and “a failure” despite greatly outpacing NijiID and NijiKR because Hololive Productions positioned themselves in the market as “idol makers”, “big hit makers” where Ollie, a streamer with these stats in August
>2059 median :: 211707 hrs watched :: 44.73 hrs streamed :: ollie (id2)
is considered a bottom rank streamer.

The bottom line is: Nijisanji benefits from having as many streamers as they can have as they lose nothing on the lowest performing. Hololive doesn’t have this luxury because their position in the market is of a “hit maker”.
