The best and worst characters actually make sense if you think about it.

Ayame is a lazy whore who shows up once in a while to collect money from her fans who are okay with her only streaming once every few months and just think she's cute and aren't really interested in Hololive or watching her stream that much.

Consequently, Ayame in the game is an easy faceroll character for the Ayame fans who will pick her and know nothing of fighting games. They won't play very long, they'll win a few matches by smashing keyboards and then leave happy and satisfied. Ayame is easy mode both in the game and in real life.

Meanwhile Suisei is a tryhard and Hoshiyomi right now are furiously practicing the game since the very second it was released. Thus you can make her character the worst in the game because the Hoshiyomi who play her will beat everyone else with her anyways. The people playing Suisei will be JPs that have been going to fighting game tournaments for decades, they will invest every spare minute they have to learning every move and trick the character has, all so they can stomp everyone else with the worst character in the game.
