I don't really watch Mio much so I can't really judge, but you might be right. Motherly doesn't usually imply being strong and confident to me though, I'd associate caring, gentleness and kindness more with a mother but that might depend on the person's perspective. In any case, Fubuki does have most of these traits and does seem to genuinely care about the Sukonbu as well, but she lacks a certain something that makes me think of a mother, I see her more on the same level as myself than above if you know what I mean.
