I imagine there is some "fairness" involved here. It wouldn't be right to fly EN and ID to Japan constantly, pay for long term rooms, pay for food, transportation, and other stuff when the JP girls get none of that. They'd have to figure something out to keep it balanced. If they do have it figured out, they wouldn't make it public for numerous reasons.
