It's a disruption and special summons literally any dragon in the game straight from your deck.

It sounds like you're under the impression that you can only return your own cards to the hand with it's effect. Heretic Seal can return cards from either player's side of the field to the hand. You use it's effect to disrupt your opponents plays. Also, it can tribute itself which triggers it's second effect when tributed.

Its stats don't really matter. You'll more than likely already tributed it with it's own effect before you make it to the battlephase.
