Yes, the term has been diluting a bit over the years, most people nowadays would call Loli to any small character or young looking one, and most of the time they'll be correct about it. But there are a few examples of recent media like spy x family where the little girl in there isn't a Loli she's technically a toddler and if people fap to her then that's worst than lolis.

Talking about lucky star, konata was considered a Loli because of her low height and underdeveloped body which is explained by the way the term was expanding outside of it's pure form. Back there there was a huge change in what kind of contents could be produced when it comes to the depiction of young characters, basically banning lolis from a bunch of possible works. So people had to found a way around it and increasing their ages as well as providing more developed bodies was a way to do so.
