Yeah it's RIFE interpolated 2x, so 12fps -> 24fps, or in other words in-between every other frame.
I've done 8fps -> 24fps, or 2 in-between frames for every generated frame, and it's fine sometimes, but often is too much of a jump for the interpolater and ends up looking wobbly. For short stuff it's worth the few extra minutes of render time to do it at 12fps.
