Everything Gaius is doing is because in ARR is for what he believes is the betterment. Gaius has his points, but his major issue is that his ideals are completely out of context. From what he got from Garlean education and the lies told to him by the Ascians, he's spewing half-truths that he's been led to believe. Gaius' whole ideal about primal is wrong and misguided. Religion and the worship that comes with it, does not create a primal, but each primal summonming involving powerful religious eikon figures can easily be blamed as a source for potential primals. As you go on, you learn that primals can be summoned easily through hardship and safety nets.
As for the unskippable cutscenes, its designed that way so new users can actually see them because everyone used to just skip it, the new player gets left behind and their fucked. Now you get awarded like an entire level for sitting through the MSQ roullete.
