Well >>24616012 has a point, you can get a glance at the thread and see who is discussed and who isn't.
I've been thinking that the /vt/ team poll have filter questions but that wont stop "one guy".
What you need to need to do is to have an activity that is time-consuming and hard to repeat as to really make the smurf maker consider if he wants to waste his time rigging the poll.
I would say something like: "Submit one piece of divegrass-related OC about your oshi" per vote as "payment" for participating.
Anyone can do one of those in 30 secs but doing 10 of those can quite be a pain and in the end >we would all benefit because >we get a bunch of cute MS paint art we can put in a promo for the next league.

Kirby dreamland ( 46 Mins in length)/ 30 = 1.5 min per dollar
Mario land 1 (1h 10m)/35 = 2 min per dollars
Lion king ???? (should be 3 mins, but...)
Big the Cat (50 minutes)/50 = 1 min per dollar
Megaman 1 ( 2h 47m )/100 = 1.67 min per dollar
Megaman 7 (4h 32m)/100 = 2.72 min per dollars

Optimal strategy is to force her go the megaman ladder but this is not monetary sound.
Going for Mario Land spam seems most optimal for low hits.

Ignore the small redeems except for push ups.
Tire her physically and her overall performance will plummet. I believe however she will start cheating if it's abused so do it subtely.
