It has gotta be viewer region-streamer region mismatch triggering anti-bot CCV limiting code. Youtube doesn't trust that a streamer from Japan (which ENs and IDs both have their region set to Japan) can get a fuck ton of natural viewers from the USA or Indonesia. So it caps their shit until it can do further verification in vod processing.
