It's not so much the nostalgia as it is the "glitch" aesthetic can contribute to the presentation of a story. Both Katana ZERO and Max Payne 3 use it to communicate distortion and confusion. ZERO uses it to illustrate the psychic/time manipulation phenomena the player character is experiencing while MP3 uses it to underline the effect that alcoholism and constant opiate abuse has on Max's psyche.
