I was sorta picturing something smaller like this, though I have no idea how sensical it is. The fog being by the coast would be neat but if there's no way to make it work then having a more hilly inland instead would be fine. Would it help at all if was more of a seasonal thing?
Also a question, I wrote the south of the mountain as tropical forest. Would the presence of the mountains affect the southern parts to the point of becoming tropical rather than sub-tropical?
