Its usage of ugliness is part of its satire. The whole Idea of the show is that Human society to an alien would come across as foul and disturbing. "Germ" is a great example of this since in that episode Zim completely wigs the fuck out over microbes because he learns about the trope from classic alien invasion media like "War of the Worlds" where the alien invaders die to germs in the end. Then he finds out that humans not only never eradicated microbes on Earth, they are completely infested by them.
