Yugioh has no resource or advantage system other than lifepoints and cards in hand. Pot of greed gives you an effective +1 to the cards in hand for free meaning theres never a situation where it isn't useful so theres never a situation where you wouldn't take as many as you can.
There are plenty of cards in modern yugioh that let you draw 2 but those cards typically have actual costs and consequences associated with doing so.
