Anon, have you ever taken an anatomy class... ever? Unless you're a snail, an insect or a tongue, without bones you can't control a tail. Muscles on their own can't do shit. You may say that octopuses have the ability to do it, but their muscle structure is not only totally inhuman, but they also have to spend nearly all their brain power to control the complicated anatomy of their tentacles. Towa would be a drooling retard if she had the same muscle anatomy as an octopus. I suggest you look into how muscles work first. If you had muscles but no bones, you'd be limp as a rag with no control over your body at all beyond twitches, and that's what a muscle only tail would be like too. She could contract the muscles to jolt it upwards, but no superior function whatsoever.
