Aqua saw that Pekora had fun and an actual friend, and determined to destroy that relationship, using Suisei to accomplish this purpose.
Of course, Pekora then went on to find solace in her friendship with Rushia, so Aqua determined that Rushia, too, needed to go. Knowing that Rushia was a menhera in the first place and would self-destruct with a little bit of prodding, she proceeded to stream whenever Rushia streamed and manipulated Mafumafu into contacting Rushia in an inopportune moment.
Whoever gets close to Pekora, she will destroy, until Pekora finally breaks and goes on a one-way trip to Aokihagara.
