In the riichi 1 book, the kabe was clear for
>3 blocking waits of 1, 2 (if not tanki)
>7 blocking waits of 8, 9 (if not tanki)
but for 4, 5, 6 being kabe, as I understand it, they can't guarantee safe tiles because of kan/penchan waits. So should you prioritize folding according to 4, 5, 6 kabe or oppenent's suji's?
