If you mean like this, then yes, depending on the person, but i dont have an issue with the image in that respect. Due to the angle the inner elbow is facing it doesnt look like the arm is even straightened out to bend backwards, it just looks like its turned to the side.
That said, now that youve brought it up, the way its drawn is just awkward to the pose as a whole, maybe if the picture was of her sitting with the camera from the top, and the arm was supporting her posture it would make sense, but since shes just floating in the air a better arm position couldve been chosen. Maybe give it more twist and elegance, or give a more feminine hand/finger pose, instead of just having them splayed out like that.

Ill say this, perhaps the person used a 3d model to sketch over because the proportions of the figure look almost exactly how a person would look like in an orthographic perspective, so sizes of the limbs are real sizes without taking account perspective in mind. That would explain relatively big hands and body to the head.
