Waterboarding with a cloth is unironically operating procedure since it slows down water *actually* getting into the body. Ideally you'll want something relatively water-resistant like a thick T-Shirt that you can still breath through.

The process is not actually about the water, it's about the water blocking air intake temporarily. When they're not getting water poured into them you need to have them able to breath (laboriously) so they're counting the seconds until the next round.
This gradually wears down the mind and in combination with forced wakefulness - you want 100% artificial light and no clocks - tends to render a compliant subject within a relatively short amount of time.

An underappreciated aspect of Enhanced Interrogation vs actual torture isn't that one is legal and one isn't.
It's the fact that EI techniques create genuine distress far more reliably than pain.
This is why electro shocks were phased out.
