Had some drinks tonight so no dev updates, sorry. Will try to at least update the rentry now that I have one with some details about how things work.
Ive decided the happiness restrictions arent "too hard" so much as they are "too hard for settlements".
So (this may sound dumb), Im going to try to move the difficulty requirements to be governance-level specific so it will start out easier, and only get difficult later on. Its not right to punish new users, and I should have seen that earlier on.
