His Niji work is usually just referencing Nijisanji memes and in-jokes like pic related. He was in charge of managing the creation of Selen's Obsydia Crossing world in VRChat and it didn't contain very many edgy jokes, just references to their streams. Seems like what happened is he went through Mumei's popular clips, saw most of her image from the fans was being seen as a psychopath/villain type, and tried to make a video like that with references from this clips. What he probably didn't realize is Hololive has a much more family-friendly image and despite Mumei's image as a "crazy" person she's not actually allowed to do anything that wouldn't be passable in a Disney Channel cartoon.
