I'm now wondering if it they're maybe meant to be like bags for change/tips, since they don't look like the paws of the other bears, and bea is also wearing a polar bear themed note holder.
You can also see lines that go from the paws to her uniform, maybe the artist forgot to draw the strings or they were erased with the blur
