Neither HoloEN nor NijiEN have built up stories for themselves.
They have no narratives behind them, and they cannot really create their own content from the games they are given, and so people will only watch them like a TV channel or as an imaginary gf, not as an entertainer.
JPs have goals they are aiming for, and even when playing normal games, they build up storylines within games that keep those watching engaged throughout tens of hours of gameplay.
Pic related is a good example.

There's a reason Pekorap has the phrase "Pekora Story", she's making her story on the stream, and you and I are bearing witness to it.
Gura's the only one who even comes close.
