That is the strength that YT shorts have. The conversion rate from shorts/clip watcher to active chatter is always going to be insanely small but that's perfectly normal, the idea is to get the streamer in front of the viewers eyes a couple of times until they've built up enough familiarity and likeness to actually check out the streamer. I don't really think there's any downsides unlike what >>42172746 said.
