Same reason most of the girls that are into this stuff have hardcore daddy issues, because they were so abused or emotionally neglected that they came to associate violence and pain with comfort and affection. When your mother is so emotionally cold to you that the only physical affection you get is from being physically abused then you'll end up conditioned to seek out that kind of thing as it's what you're used to.

Now if you combine that w/ how dysfunctional a lot of western and asian households are, many boys grow up watching their parents argue and physically/verbally abuse eachother and come to internalize it as "normal" so even boys who weren't personally abused will seek out that kinda thing as their parents are their role model for how a loving relationship is, even if their relationship was never loving.

To add even another level to it, the way a lot of modern (and even older) media is framed to glorify violence and especially fetishize violence against women and domestic violence in turn indoctrinates normal men with normal upbringings into fetishizing it as well. Seeing all the women on your mom's soap operas and lifetime movies be abused by men and get stockholm syndrome'd into falling in love with them convinces men that this is "romantic" if they have no other experience with the opposite sex.

This rotten perception of romance and love manifests itself by making the brainrotted fetishists into incels who can't actually understand love or romance outside of this twisted framework. This turns them jaded against real women who they perceive as unable to appreciate their corrupted concept of love, only further driving them towards fetishizing violence and abuse of cute girls.

In fact our entire society has been built from the ground up with men having this assigned role as "protectors" or "abusers" and women as either "victims" or "needing protection" and for a lot of men it turns into a balancing act of trying to fulfill both roles so as not to lose face/masculinity. Look at action movies, video games, music, etc. There's no glorification of men who are "soft", it's pretty much all about celebrating male violence, either from the villains or the heroes, the protectors or the abusers. So naturally some people who only see those two sides of masculinity will decide they're incapable of protecting women(because they're creepy or awkward or too weak to stand up to other men) and instead gravitate towards seeking abuse.

For their part women also give much more attention to the men who are abusers than the ones who live in the shadows, even in fiction, so it's not completely unfounded that being abusive and fetishizing violence is a valid strategy I suppose. Especially for someone who grew up in a household where their mother virtually never paid attention to them or gave them positive affection, the thought of resorting to violence to get a woman's attention might fester in their mind and build up into this kind of fetish.

What do you think of deceiving Tsugu by offering her to work for you? You would make a tempting proposal that she would be naive enough to accept without question. When she does poorly at her job, she will get beat. You would start light by hitting her and soon enough you will notice her begin to flinch just from the rise of your hand. That is when you will know she is becoming used to her role and you will begin to gradually increase the severity of your punishments. When she fucks up once, you would make sure she doesn't repeat the same mistake. Costing you money would absolutely not be tolerated, and she would spend days chained up for such a mistake. You would condition her like a slave, but the labor she does is not important. What's important is that you would get to observe the aftermath of the physical and psychological torture you inflict on her in real time while she continues to live in a real environment. I think simply dumping all the pain on her at once is such a wasted opportunity. You need to work her slow at a steady pace and cut away little pieces of her sanity each day until there's nothing left.
