Could have been, but why would the MV have been announced to have been almost done so long ago if they wanted to wait for the outfit in the first place? Unless someone failed to tell Gura the MV had to wait for the outfit, Gura was not supposed to say anything about the MV, or the new outfits have been in the workings, and have been delayed much, much longer than we know. I don't think the MV was made for the outfit.
