The correct term is "Focal Length", pic for an example. When your camera zooms in the subject and the zoom is powerful enough, the background feels closer and blurred because you're already far away from the subject that is on focus.

What I had in mind is simply stretching the background as is so it goes out of border, then inpaint the portion that Laplus is blocking because it would be showing in the enlarged image. I'm a tourist and your image caught my eye so I don't know how I could explain it in AI terms, I can only think of using photoshop to edit it.
