Actually this theory is somewhat outdated, the current theory is that youtube did something that made it take alot longer to verify users, sometimes over a day or more. Kanae of nijisanji said that this stream showed up as as a 14k peak stream on his end when he checked a couple days later, and Selen also tweeted something to that effect

Matsuri also mentioned that her streams show up as having three to four times the ccv displayed after a couple of days, but I don't have the timestamp on me
