Nope. As anon at >>44408102, even for North America only, there are a few companies representing right holders similar to JASRAC but there is a MAJOR distinction: Japanese labels, composers and songwriters are much more reasonable in the way they deal with licensing their songs for covers in the internet age than North American based labels.
For an Holo girl to make a cover of a song she doesn't need anything other to pay the compulsory licensing, which is calculated PER SALE

For some services like Spotify that goes down to ZERO because they foot the per play licensing cost you would need to pay (docking it out of your revenue).

So far so good. There is nothing preventing Gura from recording a cover for (let's say) Disney's Let it go (from Frozen soundtrack) and putting it for sale in physical and digital form on iTunes, Amazon, Walmart and whatever other regular avenue for music sales.

But she can't make a MV for it. For music videos (or any other form of combined video for the song) she would need a completely different license called a "synchronization license" and that does not have a fixed rate, but need to be negotiated with the rights holder on their terms.

That's where the difference between Japan and North America comes: Japanese labels are reasonable and simply give an "OK go" for a similarly modest fee (and I'm not sure if JASRAC takes care fo that) but North American labels?
