Alright, so Council are the big deity-level overseers of reality (Death-sensei is there too, in the underworld or some shit)

Justice are Council's underlings, acting as archangels of sorts, their link to the human world (because they've tried fitting in but they're too dumb to do it). The Justice girls will handle all violations of the Rules, thus the Advent girls got sent to jail for breaking the natural order of things.

While this all happened, four mysterious creatures sought to take over the world, and one detective investigates their shenanigans, until they become fast friends. Now they sing and play games, because streaming is more fun than world domination.
