I think it's like this: Ike's power operates using eldritch Gods and runes as we see from his costume design >>21414164 it might be that those symbols carry powers of their own.
So Yugo just happened to be marked by the powers represented by lighting symbol from birth that's why.
And Luca's clan could've be also connected with those occult things thus he has those symbols depicted on his tatoo. Luca's clan must be ancient. Maybe Luca's ancestors in the clan also had busyness with the occult and that's why those symbols exist in their family traditional tatoos? That's what I think.

Maybe Yugo just has some lovecraftian origins. Like, he is not human and has blood lineage with eldritch beings but doesn't realize it. Like one, if I remember correctly, MC from "The Rats in the Walls", slowly uncovering his lineage. That's why people always found him strange and that's why he has such a strange abilities. They were just dormant and Ike helped bringing them up.
