Its more of a company culture thing. Nijisanji used to curb stomp holo in numbers so they looked for a global audience. Clip channels focused on clipping hololive and Kiryu Coco made Hololive relevant in the west, while very few learned about nijisanji.
I can't pin the reason, but Holostars JP always had a dedicated global fanbase(mostly East Asia) who kept them alive. Like pic related and this fanmade cover for the 2 years anniversary.

Like you will often find EN comments and lots of non-JP superchats in Stars JP streams, or EN comments in VODs. Maybe there being over a 100 hundred niji jp talents makes it hard. In contrast almost never detect English comments in niji jp side. The niji en male vtuber fans mostly seem to care about Luuxiem or sometimes Noctyx, while the StarsEN fans both in /MANS/ and the Tempus fan server seem to often talk about Holostars JP talents. If you are an EOP there are allows StarsJP fans around you to give you synopsis as to what happened in the JP side. Its like they are "Holostars fans" or "Hololive fans" and care about all the branches. We rarely see collabs between Niji JP and Niji EN, but Stars EN already collabed with Stars JP multiple times.
The JP model of releasing waves this fast does not seem to be working, and the Luxiem fanbase is not translating into newer waves.
