I got it working by
>capping frames to 30
>using a VPN to some brown skin country
>downloading a 50gb torrent
>downloading an 85 gb game on steam
>2 4k videos on the background

Sounds like a lot but that was the most consistent method without taking my fat ass off and disconnecting the ethernet cable. I managed to get several weapons in one or two tries. Another thing I don't see most people mention is that if you're transferring non-exotic traits it doesn't show up until you mouse over and see what trait you can apply so I was thinking it wasn't working because every video showed the trait just appearing instead of the normal one. Also, you do have to click the first weapon and then spam click the weapon you want to put the trait in.
