Lore wise, Kiara comes from another dimension where Phoenixes were more common. She's the only one here now. (I think because she likes humans and knows Mori will always be here too.)
Mori's said a bunch of times that Reapers grow up so my theory on that is they are beings in the underworld chosen for that task. They go through classes, training, and then take the title of Reaper. No telling how old she is, she may have forgotten because there was no reason to remember.
Now the both of them have other friends so they're more attached to this world and not rushing to leave for the next.
