That was only Millie from debut. A while before her 1st new outfit, aside from retconning the status quo that she lost her powers (in that she states she is gaining her magical powers back), she started building a timeline-based lore that cumulated in her becoming the "Witch of Time", the event in her 'canon' that got her the new outfit in the first place.

She is considered so powerful by powerscalers because in the new lore she has built, she can directly affect timelines, which is a grade above universal.

Pretty sure that was her intention with how she visualized her timeline lore (which she has been dropping tidbits of in her own streams for over half a year now) in her new original song. That, and it's also heavily based on Higurashi because of the (crystal) fragments within it.

At least Millie messing with time in regards to Ethyria's fate is canon since it's actually in the MV.

These facts combined makes her at least High Universal, likely higher.

Sorry mate, but unless there's evidence of her having bidirectional control over luck AND the extent of it (afaik, Nina has only mentioned making others lucky, but never the other way around like you suggested), or some kind of official statement that explains it as such, Keeper of Luck is virtually a nominal title in power level debates. ...while not technically wrong, is borderline No Limits Fallacy in this case since you kinda just assumed Nina can make the utmost use of her powers offensively, or the fact that it works in a battle situation at all, even though again, there are no hints of this in canon.

So what makes sense to me is either move Millie to the front of A and put Nina behind her, or move Millie up at least a tier and have Nina be at the front of A tier (honestly I'd say this is the better option).
