As a hoshiyomi I don't even know how to properly explain it but I feel like I should try to generalize the main different reasons at least
Guess part of it is her body, clothes and voice
Part of it how prudish she can come off at times which I guess can be a tease to those who want "fanservice" but get denied of it. Not because of that alone but because the subject will be brought up every now and again instead of ignored
Going off the last one, that leads into them being some kind of sexually repressed whereas other fans of chuubas with more sexual bodies, undertones or fanservice get a natural outlet. This is probably why Ina's Back and The4thWah blew up as well
All of that with the context of who she is and not just her status as an idol but one of THE idols boosts all of the prior mentioned because it'd make people feel like she was "out of their league" and they'd be even luckier to get anything from her
