As a lolicon expert, oppai loli are still loli as long as the rest of the body and personality is still loli. Golden rule, if you can take away their huge boobs and they are still clearly a loli, it fits. Kaede from Blue Archive is a great example. Yaia from GBF is also a good example. An example of someone labeled as an oppai loli that doesn't fit is that one flavor of the month ribbon bitch from that dungeon anime years ago. Clearly too old and has a developed body. That's just a shortstack. I understand not liking them (the proportions are terrible so they look like garbage 95% of the time), but oppai loli aren't hags. That one bat vtuber does not look like a loli even if she didn't have boobs though.
