It's because normally these types of storylines are organized by Pekora first and foremost - with other holos in supporting roles or doing side plots that supplement the main one.
All the various 2021 Minecraft server pranks and shenanigans? Pekora.
2021 and 2022 Summerfes? Pekora and Usaken.
Holo Rust kino main plot? Pekora.
Even when other characters are in Minecraft, it's Pekora who usually sets up funny stuff for them. e.g. Aqua's first entry into the new server and getting all her shit stolen.

This year she decided to focus on the Year of the Rabbit, and thus had a bunch of solo projects. All of which were a blessing to nousagis (pic rel), but not for the general Hololive unity audience since most of the other girls were only tangentially involved in most of these projects, and only had big appearances in the sololive at the end of the year. And it was all idol/shilling focused e.g. the Pekoracchi, the collab projects, world bunnification project, sololive etc.
PekoMari was the only pairing she kept going throughout all this, and I think that was mostly because of Marine pestering her about it.

All these projects meant that she had very little time to do Hololive-wide sandbox stuff and storyline arcs. No one else picked it up either other than the sportsfes. Hell even in the middle of all that, she organized a Puyoteto tournament which only had a story debuff because of Marine being so strong and Puyo being ultra buffed.

Now the year is done, ended on a VERY high note. So I think Pekora will have room to start to thinking about stuff like this again.
Reminder that she explicitly mentioned that she didn't want holos to focus too much on idol activities and lose out on the fan interaction that made them what they are.
This year was only an exception due to the theme and her wanting to accomplish some of the goals she had set for herself (watch hours, sololive etc.).

Once Pekora's back into the Holobox, you'll see the interactions start again.
