Z are spikes that double count a portion and adds "shadow viewers" then correct itself and snap back, one theory it's a desync between the verification servers and the nodes, that's why can be either triggered at streamer, city or regional level depending on where the fuckup happened, the graph shows all the tokyo residents getting sync Zs iirc this was during a typhoon.
