My thoughts are scattered on this and i have knowledge holes about Temako character due to the language barrier. Is Temako natural fame material thats held back by something? If so what is the exceptional trait? If not thats ok too since many vtubers managed to get big while not being stand-out personality wise like Laplus or Pekora etc who lean heavily into character performance craft of vtubing. But i do find having some sort of a theme a helpful 'thing' to lean into during situations that add some character flavour. Like being a witch,demon lord etc. and referencing that, or fans incorporating that into what's happening during a stream. I dont think Temako has that. She has cream soda, she has watermelon-kun and a moldy eggplant. So is she a comedy vtuber? Semi-unintentional tragicomedy for sure.. Should she lean into that more maybe, difficult to say and i cant imagine how you get that chaotical theme as a directional force creatively. Also i think she should collab more, just as she is trying to do, but perhaps for viewers to come and stay permanently she'd need a bit more update to the visuals, how you look is the first impression everyone gets anyway. And that would help with the intimacy of ASMR which i think shes good at. Also i think what is apparent is that Temako is very honest, so much so that her whole vtuber arc is based on what will happen - will happen so in the end everything is composed of accidental events that built her image. Which is admirable, but the result looks chaotical to an outsider. I dont think just rebranding to something completely new is the way to go, perhaps its to brainstorm on what you have and how to give those elements a cohesive presentation. For instance, Temako could probably effortlessly replace the sailor uniform with something else, since the sailor part really plays no role in anything. If she could distill her experience and turn that into a costume or something, that could resolve one of the issues. Just maybe not a comedy costume, as that is very niche.

This is just my thoughts from what i have experienced and i havent been with Temako when she started so its quite underinformed.
