This is an absurd case of

With some of these 16 being special events (karaoke, new outfits) that didn't get caught in this filter but were maintained anyway.

Unless the rule is "remove all big attendance JP streams", no matter what is the threshold for what's acceptable, JP will have more attendance on their streams than EN, and that's normal and expected.
