You could ask the same thing back in March 2020, who the fuck would join Holo ID instead of Niji ID? Nijisanji clearly dominated the vtubing world back then.
The thing is, no one knows about the future. And things are cyclical, nothing forever at the top nor at the bottom forever, the question is where is the top and the bottom?
You're saying that Holo ID is an obvious choice over JKT48V because you're assuming that Holo ID hasn't reach the top and they will keep inclining, but what if it's not? Just like people in early 2020 assumed that Niji ID would keep inclining without knowing that at that time they were already at their peak.
You could ask the same thing why there are always be some vtubers who would bother to join new agencies instead of building CV by becoming an indie before applying for Holo ID. Because there will always be a chance that those new agencies will become big and they will reap all the benefits because they joined before they were popular. Just like Iofi, she won't get accepted into Holo ID if she joined now, but she took a gamble and it pays off.

This industry is quite young and so far we only see Hololive dominates EN and ID, maybe that's why people like you still can't imagine the vtubing world without Hololive domination. But it's always happens in every industry, the fact that empires rise and fall, the fact that market is dynamics and ever changing. I'm not hoping for Holo ID to fall because I'm a fan of them too, but I'm not a naive fool and I've always been prepared to see their downfall because it will happen eventually.
