It's literally why she doesn't have a new outfit. A thinly veiled analogy about commissioning "curtains" months in advance only to have the approval process for those curtains be delayed, rescheduled, or communication about them just lost/ignored. She then reaches out to the "curtain manufacturer" herself only to have them say it can't be done this way. Finally after all the delays in the approval process she gets the curtains and they're "the wrong color", possibly due to miscommunication, and it is now too late. She then says in hindsight she wishes she was more demanding in pushing for updates on her "curtains" so maybe this wouldn't have happened. If she wasn't such a pushover she would probably have her outfit right now. Obviously Cover fucked up but she just sat by waiting for things to happen without ever following up on them.
