The problem is not that Matsuri shot Pekora.
It's that, without stream-sniping, there's no reason why Matsuri SHOULD shoot her.
At that point, only Pekora's viewers knew that she was planning to get the rocket launcher.
Matsuri only knew that because she was watching Pekora's stream. Hence, Pekora calling her out with "Stream sniping, Matsuri? How boring!"

You could see Rust drama happening. It happensto every group of streams and for Holos not being forced to play nice let's the bitches and bullies get out. That's why there's Pekora, Suisei, Matsuri and La+ there while others prefer to not play.
And yes, she seemed to be stream sniping from the peko POV I saw.

Pekora is fucking pissed. She was planning to go grab a rocket launcher from her base and shoot everyone, but thinks Matsuri was sniping her stream and shot her as she was coming back. Then she came back a 2nd time to get her stuff and Miko shot her on site. She then ended the stream abruptly while swearing vengeance on everyone
