Vice City's interiors are mostly enterable without having to sit through a loading screen so if immersion is the most important thing to you than Vice City is probably what you want to play, but San Andreas is more detailed.

Vice City is the better game but III is the better running people over simulator. Example: vehicles bounce as you drive over a pedestrian in III, this was removed from future titles. III's setting is more accessible too, VC relies too heavily on 80s nostalgia. In addition, I think pedestrian spawns are too sparse in VC, driving through Vice City is like navigating a ghost town sometimes, although this may be the fault of the Android port I play currently.
