Not really.

A lot of these tools came out fairly recently. I remember hearing about a program called the Utilities of Time back in 2007 that was an OOT editing tool, but pretty much nothing came of it. It seems like these modern tools are heavily improved versions of it or something.

It took Mario 64 a while to get a good mod scene going so hopefully OOT will catch up in a year or so.
