I never thought they were that bad at all. Hexen should have had at least a couple more enemy types to fight though. And no zombie enemies either is pretty lame tbqh. They should have been included as fodder enemy types.

But I absolutely adore Dark Citadel, always the most fun I have when I replay Hexen. I always replay it three times, with each class. It's just that good.

Generally, a monster which interrupts the flow and forces you to change your tactics to deal with him can be very good, Doom 2 has some great examples of that, but the Centaur motherfucker is one of the most common enemies in the game and his gimmick is that he cockblocks your attacks hard, which adds up to making him unbelievably tedious and unfun.

You can still have an enemy with that kind of behavior, but he shouldn't be common low tier fodder, instead he should be less common and a much higher threat. Make him less numerous and less common, but also make him fast and vicious, I should be thinking "Oh shit, here we fucking go!" instead of sighing wearily.

frost shards are crap, lightning blows right through their defenses sapphire wand is really weak per shot and any damage procs their shield so it's probably the worst choice against them.

Lol no. It has "ripper" property so it not only goes straight through their shield, but also damages everyone else behind them. Sapphire Wand is THE crowd control weapon for narrow corridors and it's excellent for pain-locking most enemies.
