Wasn't it removed with a patch nearly immediately after the game release? I didn't have internet access back then and quickly finished the game as is, but I definitely heard/read something about a particular patch (maybe in a video game magazine).

The time limit to stop the Mutants was removed, but towns still get bad endings if you take too long. Also in the original version being exposed to radiation would increase your stats.
