Honestly the only real element that differentiates a "ninja experience" from simply controlling a nimble killing machine is stealth gameplay, so as neither series feature that I'd say the Shinobi games at least provide a more broad and exotic range of the over-the-top action elements that you may be referring to.

Being a ninja is also about being fast; in that regards Ninja Gaiden wins. The games are designed to GOTTA GO FAST

So far the first two are pretty good. There are a few areas in the 3rd level I get stuck on and haven't watched the workaround for it yet on youtube

The Shinobi games are way harder. Always wanted to play them more, but you move so slow and it's more like a shooter than a ninja game and only having one HP is rough.

I think Ninja Gaiden is better fantasy ninja experience and Shinobi makes me think 80s action movie ninja.

They're all good games. Ninja games are hard because they're awesome.
